If you have a complaint, or are in need of help, you can ask you congressman or senator for help.  It is called constituent work, and it's part of their job.  Granted, I usually use our assemblyman, but that's because it's a local number, and I know him.  These people have contacts and links that I can only dream about.   I've used them a few times in my travels while advocating for our autistic daughter.
